It looks like something you can dish out in paint in less than 5min using nothing but Ctrl+v and the 'spraycan'.
I bet there's a little bit more effort than that into it though. Much like my own, which could just as well just be me deleting the background. But every gem and such has a glow effect I added for some reason among a lot of other stuff, sadly some of the background is still visible and I can't be arsed with changing that.
